INSTITUTIONALIZATION OF FOREIGN POLICY OF EUROPEAN UNION

After the adoption of the Treaty of Lisbon new players entered into the implementation of the EU foreign policy - the European Council and High Representative for the Common Foreign and Security Policy. The article analyzes the impact of new posts to the existing structure of foreign policy and its changes after the Lisbon Treaty. We analyze the relations among the authorities and the EU institutions on foreign policy issues. The article points out the lack of clarity about the powers of the EU institutions and their representatives on matters of external representation of the EU.
