On Reverse Contracting in China's Reform of Public Institutions from the Perspective of Government Purchase on Public Service

摘要
Reverse contracting means that the government brings back the public service contracted out before time and provides it itself. This phenomenon is becoming an increasingly popular trend in the process of privatization. While government purchase of public service becomes the main mode of public service delivery along with the acceleration of building service-oriented government in China, it should not be neglected that public institutions have long been the providers of public service. Institutional support for public service supply can be better provided on the basis of scientific classification with deepening the structural and mechanism reform as the core in the complicate reform of public institutions. However, there arise many problems and challenges in this process. From the perspective of government purchase of public service, reestablishment of township public institutions, namely reverse contracting in the reform of public institutions, is of great significance and practical value in promoting the reform of public institutions.
