摘要：

It is very difficult to comprehensively evaluate the performance in Local public service by many indicators for its non-market attribute. Factor Analysis, an efficient plural statistic analysis method, can be used to review the influence of all the indicators objectively and truly which affected on the performance of local public service and find out the most important factors. A factor analysis model is constructed based on the 11 municipal Local governments in Hunan province, which can provide the theoretical standards for the governmental decision making and the public service reforms.
