摘要
According to "13th Five-Year" planning of Gansu Province, this paper discussed the small and medium sized smart city construction evaluation system. The Specialists Method selected the smart city construction evaluation index and the weight coefficient was used to determine the index importance. Then, the Analytic Hierarchy Process(AHP) was used to construct the smart city evaluation system based on infrastructure level, intelligent application level, public supporting system, etc, to measure intelligent degree of the small and medium-sized cities in Gansu Province. The study results show that governments at all levels should pay more attention to the technology applications construction in the process of building a smart city, rather than put a large number of resources into the hardware infrastructure. Therefore, this method. which has a good scientificity and strong implementation, can provide a useful reference for the smart city construction planning.
