摘要
With the development of ocean oil fields, the need for oil storage facilities on site has become important. Undersea oil storage tank is an effective way to meet the requirements. This paper discusses the key challenges in terms of the design, making, shipment, installment, operation, maintenance and decommission of the undersea oil storage tank project which is full of risk and uncertainty throughout its whole life-cycle. It is acknowledged widely that risk management is an essential part of effective management and become a prominent area for management attention([1]). After the systematic analysis of the risk items may occur in the project, the significant risk items are presented. Moreover, the principles aimed at safety engineering are described in order to implement the risk control more proactively. The strategy of full-lifecycle is also embedded in the management to ensure the success of a typical undersea oil tank project.
