Dr. Torres is an infectious diseases specialist and holds a master's degree in Tropical Medicine and Public Health from Tulane University. He is head of the Department of Tropical Medicine at the Universidad Central de Venezuela Medical School and bead of the Section of Infectology at the Tropical Medicine institute of Caracas.
