On optimization distribution of R&D resources

摘要
The research and experiment development (R&D) is a core of technology innovation Consequently, the R&D expenditures are an important investment for the technology innovation. Some experts think that lack of development investment is one of obstacles because of which technological achievements can not transferred to the commercial products. They believe that the China ratio among research, development and production expenditures is 1:0.5similar to1:100, and this ratio among the three kinds of expenditure in developed countries is 1:10:100 based on foreign statistical data. In my opinion, the China ratio-among the mentioned expenditures above is 0.5:0.6:100, not 1:0.5similar to1:100, and the U.S. ratio is 2.5:3.8:100, not 1:10:100. From this analysis, I put forward suggestions about the optimization distribution of R&D resources : 1. increasing GERD by large growth rate 2. adjusting the expenditure structure in the total R&D expenditures 3. raising the rate of BERD to BIS, 4. instituting preferential policies.
