摘要：
Flexicurity is a new way of looking at flexibility and security on the labour market. Globalisation and technological progress are rapidly changing the needs of workers and enterprises. Flexicurity, first developed as a labour market policy in the Nordic countries, has been endorsed by EU leaders and the European Commission as a way of solving the Union's employment problem.
