Globalization, democracy, and the need for a new administrative law

This Article argues that the processes of globalization fundamentally change the relationship of markets to the state, creating a democracy deficit and necessitating a reconceptualization of administrative law. A new administrative law can and should play a vital role in new governance approaches now emerging by ensuring individuals, in their capacities as citizens, the opportunity to participate effectively in decisions that affect their lives and the communities of which they are a part.
