摘要：
The description how concretely works the participation process within the democratical institutions of the Brazilian State of Rio Grande do Sul is very important to imagine how could function a real democracy for a large population since this State is big as an real country. This shows that realizing this new kind of democracy, Brazilian Left is creating a new quality process for the political life of the XXIth century.
