In PSAM III, I presented the plan proposed by the AECB (Atomic Energy Control Board) to move towards a more balanced regulatory process, supplementing the traditional deterministic arguments with insights from probabilistic analyses. This plan has been implemented in 1997. This paper presents the expectations, the process that has been used, how it has come to practical proposals and what are the results. In particular, describes the large consultation process, involving as much the AECB staff as the licensees. This process, quite unique for regulatory purposes, was made possible by the Canadian regulatory practices, where the regulator specify the results and the licensees are free to choose the methods and means to meet the targets. This paper presents the status in early 1998, while, at the time of the actual presentation, practical implementation examples will be given.
