摘要
The environmental assessment of the planning of the comprehensive development and regulation of the Yangtze River estuary presents introduction of SEA for the first time to planning combining river basin regulation and ecological construction. Starting from the two characteristics of forward looking and integrity of SEA, compared with project environmental impact assessment (EIA), this paper analyzes the practice and the role of early intervention and the assessment of cumulative impacts in the Planning.
