Public higher education institutions are responsible for editing most scientific journals in Brazil. Professors of graduate programs voluntarily manage the editorial flow. This article discusses the institutional contributions in financial, human, physical and technological terms received by editors, necessary to comply with good editorial practices. It is an applied research, with exploratory and descriptive purposes, carried out with 95 editors linked to the Brazilian Association of Scientific Editors. The results obtained point out the existing gaps in the institutional support received, mainly regarding the establishment of technical criteria for the selection, permanence and renewal of the editor; to digital preservation; the insufficiency of financial resources for the self-sustainability of the periodicals and even in relation to the formalization of the periodicals with the publishing institutions. The conclusions show that part of the editors' needs are not met due to a question of double responsibility: on the one hand, the editors, who start this activity without training or qualification in the editorial area, which leaves them vulnerable to the very poor weather of the function; on the other hand, the institutions themselves that because they do not have a specific framework for the function, suffer from the same problems of not knowing the institutional support necessary for scientific publishing.
