Development of Strategies to Improve Disaster Preparedness and Mitigation in Construction of Mines

Thousands of workers in the construction of coal mining projects are exposed to hazardous mine gases, chemical discharges, unfavorable climatic and environmental conditions, and other dangers. Therefore, it is necessary to develop preventive strategies that benefit workers to prepare for disasters and overcome hazards when working in mining operations. The goal of this research is to determine, rank, and weight the preventive action by utilizing the Delphi approach. First, 43 preventive strategies were identified through a thorough literature review. Next, eight mining industry professionals were invited to participate in the Delphi method, and 10 preventive methods were identified, selected, and weighted through two rounds of the Delphi survey. Using a calibrated gas monitor to detect dangerous and toxic gases before entering and working in confined spaces, employing proper personal protective equipment (PPE) to prevent electrical hazards due to arc flash, and establishing an emergency communications system to provide warnings are the three most effective preventive measures. This study's findings will aid policymakers in adopting the identified strategies for reducing mining hazards.
