Government Management by Objective (MBO) has. been widely applied in Chinese government's different levels, and has improved government performance. It is necessary to stepwise decomposition the government strategy in the government objective system. Balancing between efficiency and effects, we should select some methods that contain the factors of government objective. The application of data envelopment analysis in government management by objective is to combine the technology of relative efficiency with the government multidimensional and multiple goals decision-making and evaluation.
