Geodetic deformation monitoring networks have to be sufficient in terms of precision, reliability and strength, sensitivity and cost. Hence, before monumenting and gathering survey data, a geodetic network must be designed to meet quality criteria. In general, two ways are used to optimize the design of deformation monitoring scheme. The first group minimizes a scalar precision function of the elements of the variance-covariance matrix for displacements or deformation parameters, and the second group approximates an a priori given an ideal cofactor matrix of parameters called criterion matrix. It should be kept in mind that any precision criterion, whether in the form of scalar functions, or criterion matrices, must satisfy the desires of network users. The goal of the present study was to find a solution for the second-order design problem of deformation geodetic network considering two different measures of precision "conventional method and direct formulation of the criterion matrix from the special user requirements". A numerical example is presented.
