摘要：
To build innovation-oriented country, talents, especially innovative sci-tech talents, are the essential element. Classifying the competence of innovative sci-tech talents by four subjects, this paper concludes most important competence of innovative sci-tech talents and more accurately calculates their "the synthetic weight" by using analytic hierarchy process. This weight can be used as the selection of innovative sci-tech talents,simultaneously also found the foundation for the next better cultivate innovative sci-tech talents.
