Analysis on the Property Right of Urban Underground Space Resources

摘要
Property right of urban underground space is the multi-dimensional right and responsibility relationship among people surrounding its useful properties To realize balance, all agents shall reach consensus on mutual property rights to do something. This requires long term mutual learning, and the confirmation and guidance of governmental laws. Therefore, the establishment of the property right system for Chinese urban underground space shall, firstly, actual set up the space right independently referring to the ground; secondly, consider the interest relationship of all agents, and respect the tradition and custom; thirdly, pay attention to the making of formal laws and rules, and pay more attention to the propaganda of related clauses; fourthly, make gradual changes in a steady way, instead of dangling after accomplishing in an action.
