摘要
Along with the constantly improvement of the management: theory with Chinese feature, the governance model of "Small government, Great Society" has been established and deeply developed. It's gradually becoming a trend that citizen participate in the management of social affairs, especially in coping with the public crisis which urgently ask for the involvement of citizen to overcome the limitation of government's single body in management. Based on the governance theory, analyses were deeply taken on the realistic significance, present obstacles of citizen participation in public crisis management, and approaches to propel citizen to engage in public crisis management actively. It is also pointed out that the current citizen participation in public crisis management is still on the initial stage of exploration. In order to play a more active role, we should change traditional passive crisis conception, enhance individual capacity of crisis resolving, improve relevant laws and regulations, establish extensive and efficient community organization, and clear the information transmission processes, etc. Thus we can bring public wisdom and capability into full play to surmount difficulties and conquer public crises.
