Analysis on the Issue of Optimizing the Consumption Structure of Primary Energy in Reducing and Saving for Energy of China

摘要
Energy reduction and saving is not only the fundamental way of achieving the strategic objectives of "The 11th Five-Year Plan" program, namely the "2010 unit GDP energy consumption reduced by approximately 20%, the main pollutant emissions by 10%", but also an inevitable choice to meet the new requirements proposed in the 17th Congress report, namely "Creating ecological civilization, forming basically the industrial structure, the mode of growth and consumption patterns in order to save energy resources and to protect ecological environment". In allusion to this issue about people's livelihood, we analyzed the economic growth rate of output contributed by China's primary energy from the data of year 1978 to 2006, and concluded that one of the main factors contributing to the high level million GDP energy consumption is an unreasonable structure of energy consumption, and proposed some suggestions on increasing energy efficiency and reducing energy consumption.
