To the comprehension of paticularities of the transformation in transitive countries supply foundations some public choice theory ideas: Statesmen are in overwhelming majority of cases, precisely as interested in the general welfare as their constituents. Statesmen and constituents look alter one's own interests, they are interested in the maximization of their individual utility. From those ideas follow the specific views of the privatization process in transitive countries: Statesmen who have gained the political power after extinction of socialism have gained also - in contradiction to statesmen in West democracy - the collosal economic power thanks to the state ownership in the major part of the economy. Privatization is the cause of their economic power abolishment. Their objective interest is to realise no privatization. Because they can't stop the privatization they make an effort to slow down the privatization process. That is one of the causes of its slow course. At the same time they struggle for the conservation of the decisive governement influence within privatizated firms. If the privatization goes on, the part of statesmen makes effort to obtain participation in the property of the firms. In this case the statesmen struggle for an acceleration of the privatization process.
