摘要
The essay introduces the techniques of mobile GIS and GPRS briefly, and constructs a mobile GIS based navigation and monitoring system for vehicle, which has a trait of location based navigation and monitoring for vehicles by themselves. The essay expounds the entire framework of the system and the process of designing and implementing, illuminates the application of the mobile GIS related techniques in the system, and brings forward the aim and the confine of the system developing.
