The tutorial system: A tool to evaluate the quality of higher education

The "Framework for the design of degree programmes within the EHEA at the Technical University of Catalonia (UPC)" indicates that undergraduates should subscribe to a Tutorial Action Plan (TAP). The Systems to Ensure Inner Quality (SGIC), which follow the AUDIT model generated by the National Agency for Quality Assessment and Qualification (ANECA), include several processes ("to support and guide students" and "for student guidance and educational development") related with reaching learning objectives. The paper proposes that the tutoring system acquires an academic character and serves as a tool to monitor that the aims of bachelor's degree are implemented and achieved. That is, TAP is linked to accreditation and monitoring of university degrees. Engineering degrees in Spain are structured into a minimum of 4 instruction units: basic, common to engineering, specific and final year project. The authors suggest performing diagnostic tests on each one of them to evaluate the teaching-learning process. The initial period (the first year at university) is related to an initial diagnostic assessment of basic subjects. Common and specific subject units will undergo a diagnostic test, independent of the teaching departments responsible, to ensure that educational aims are being achieved. The final year project becomes a diagnostic test in itself.
