摘要
Objective and unbiased evaluation of the talent's innovative performance is the guarantee of formulating the policy of effectively implementing the innovative inputs and of encouraging the talents' innovation. To evaluate the talents' performance objectively, the factors influencing the innovative performance must be deeply studied. So, the paper makes a sequencing study of the factors influencing the innovative performance of the high-level talents in Wuhan by Analytic Hierarchy Processing (AHP), has set up the hierarchical relationship model among the factors and series of judgment models, and solved the weights of the relative importance of each factor. Then it has put forward the rule of "two-three-four" of the weights of the relative importance of salary, conditions, and career and business. On the base of the rule, the paper has proposed the correspondent policy effects, which have significance in the innovative policy making of the concerned departments.
