A Research on Evaluation Indicators of Regional Innovation Capability Based on Endogenous Function and Explicit Ability: An Empirical Analysis of 31 Provinces in China

摘要
Innovation can inject vitality into economic development, so it is necessary to study how to evaluate the regional innovation capacity. Based on the perspective of endogenous function and explicit ability, this paper establishes evaluation indicator system of regional innovation ability from five aspects including the enterprise innovation ability, the ability of industry leading, the mechanism promoting capacity, the ability of environmental protection and the social contribution ability. The following is to do empirical analysis on data from the 31 provinces of China. The evaluation result shows that all provinces can be divided into three groups. There are only Jiangsu and Beijing in the first group, in which both endogenous function and innovation performance are strong. And the other 19 provinces belong to the third group that endogenous function and innovation performance are weak. In the second group, the rest of 31 provinces have a weakness on the one hand. In the end, the paper put forward some suggestions to improve the underdeveloped areas' innovation capability.
