A Study of Moral Hazard between Public Managers' Quality and Public Management

Moral hazard in public management is a serious threat to social and political stability, the rule of construction, economic development and ethical order. Moral hazard in public management is closely related to the quality of public managers. In order to effectively avoid the moral hazard in public management, it needs to deeply analyze these subjective factors lead to moral hazard in public management.
