Optimal budget allocation in Simulation Analytics

We consider a Ranking & Selection problem where the rank of decisions differs in different scenarios. To solve this featured problem, we propose a new simulation framework, namely "Simulation Analytics" which finds each optimal decision in corresponding scenarios. To establish this framework, we first rigorously define the problem and then illustrate the new method that solves it. During this procedure, a comparison between our method and other traditional simulation methodologies is provided. Numerical experiment is conducted to support the robustness of the method. After that, we enlist some key extensions of this new framework.
