Anticipating key issues is crucial to increase an organisation's competitive advantage and a generally accepted issues framework is very useful to foresee future problems. Many studies have been conducted over the past 15 years to identify the critical Information Systems (IS) management issues frameworks and the literature suggests that such key issues frameworks should be updated and set within different contexts. This paper presents a key IS management issues framework for Singapore, which was identified from a postal survey conducted in 1996 among Singapore leading IS professionals. The authors argue that the key issues framework as a whole reflects the future IS organisational challenges for Singapore IS executives. A comparison of two key issues frameworks (from the United States and Singapore) suggests that IS executives' perceptions would more likely be influenced by The extent and maturity of IT use rather than culture differences.
