摘要：
The cost of R&D project is often unsteady and difficult to be forecasted. There are quantities of factors causing cost risk in R&D project, which include internal and external factors. This paper discusses the factors and causes of cost risk in R&D project, and proposes the principles and framework of early-warning management of cost risk in R&D project. Finally, the paper establishes an early-warning model of cost risk in R&D project based on GERT.
