摘要
This paper presents a complex economic benefit and safety management systems structural problem of the mine enterprises in coal development, states that the issue of enterprise benefit means more than financial quantitative index and is a systematic issue which manifests the mutual-relation and mutual-effect with multi-factor and multi-level, exactly, including the special and vital relation with the indispensable safety management factor (subsystem). The paper establishes a corresponding Interpretive Structural Model (ISM) to analyze the realistic system structure problems, and could provide the foundation for the economic benefit and safety production decisions of the mine enterprises.
