摘要
In view of the growing competition, organizations continue to strive for excellence through various strategies including productivity improvement of their workforce. Skills development is nevertheless an essential instrument in enabling organizations to stay competitive through productivity, innovation and optimum leverage on workforce capabilities. Despite few established findings on the benefits of skill development, there are many organizations reluctant to participate in skill development. This paper aims to identify factors influencing participation in skill development program organized or monitored by PSMB through investigation on how do internal factors (the organization) and external factor (training providers) relates to the implementation of skill development program. A total of 65 questionnaires were collected from cross manufacturing industries. The study showed both external and internal factors both contributed highly to the organizational participation in workforce skills development programs. However, the external factors (mean 3.966) gave the highest influence compared to the internal factors (mean 3.850). Factors within the external that contributed the highest is PSMB factors with mean 4.180 and internal the organization factors gave the highest influence (mean 4.038). The outcome showed that the function of PSMB in skills development programs is undeniable. The finding also indicate that all industries admit that skills development do play important role in sustaining their workers skills and on the hand sustain their competitive level.
