摘要：

This article is dedicated to a problem of formation of the civil society in conditions of the Russian retrofit of the end XIX -beginning XX c. The attempt of detection of pacing factors of the retrofit which has exerted influence origin of members of the civil society is undertaken. As an example the history of the Siberian city, NovonikoIaevsk (now Novosibirsk) is parsed, which one was grounded then.
