摘要
E-government is a major means for the government to fulfill administrative innovation. E-government promotes government administrative innovation. However, the civil servants' concept, the "fragmented" administrative system, the fact that emphasize "electronic means" and belittle "government affairs", and the low level of inter-departmental, have restrained the building of E-government in government administrative innovation. Therefore, great efforts should be made to transform servants' concept, unify standards and planning, reengineer government process and strengthen building of government affairs. In addition, it is quite essential to promote integration, strengthen government information resources sharing and enhance capability of department cooperation.
