摘要
The Chinese government has set up an emergency management system focusing on the mechanism, planning, and legality of emergency management. However, the collaboration mechanism of this system is still unsound due to the lack of practical support, which causes a series of problems, including rigid organizations, low efficiency, poor communication, etc. With the emergence of civil society, the non-governmental organization (NGO) is developing quickly in China. These NGOs play an indispensable role in dealing with public emergencies owing to their strength of professional knowledge, high efficiency, and convenient communication. NGOs could not only facilitate the communication between subjects and objects as well as the communication of different objects, but also could meet society's requirements of object diversification and keep social justice in emergency management. Moreover, they could link non-governments and governments tightly to reduce the damages caused by public emergency events. Nevertheless, Chinese. NGOs fail to play their roles effectively because of their late start, underdevelopment and insufficient participating ability. They are also restricted by factors such as behavior anomie in emergency management, and less collaboration in coping with public emergencies. Thus, it is necessary to explore an approach to promoting NGOs' participation in emergency management and to building a relationship of clear role, definite responsibility, effective cooperation and interaction between governments and NGOs. This may help optimize outside environment and enriching internal governance of NGOs' participation in emergency management.
