摘要
The current shortage of water resources in Hebei province has become the "bottleneck" of rapid economic development, so carrying out water-saving agriculture is no time to lose. At present, Hebei province is carrying out the agriculture water-saving experimental unit job, despite its impressive results, there are still some problems, mainly water-saving agricultural system is still not complete, the positive external benefits of agriculture water-saving could not be internalized. This paper discusses the existence of water-saving agriculture and its causes from a system perspective, to look forward to providing some useful thinking for the establishment of the province's water rights system, and to provide some help for the new rural construction.
