摘要：
Optimizing the process of administrative examination and approval is a system engineering, which is a project to restrict the administrative power, adjust the interests structure, and compress the rent-seeking space. Therefore, optimize the administrative examination and approval process should pay attention to shaping the authority of the external driving force and strong internal driving force, to break through the barriers of departmental interests curing. We should transform the system from the approval of the content, approval procedures, approval process, approval process, approval time, approval rules, approval and approval services and approval in vitro and other aspects.
