The American education system is experiencing revolutionary changes. These changes are creating new forms of education and are forcing existing. educational systems to rethink how education at the elementary and secondary. school levels is delivered. This paper is a case study of a school board's efforts to create along range planning atmosphere in a school district. It examines how the district developed a model for change and transformed itself into a learning organization. Data was collected and analyzed using an employee satisfaction survey instrument and from board development meetings over a six year timeframe. A conceptual model of creating a revitalized learning atmosphere has been developed based on the findings.
