摘要
According to the development of arrangement policies on China's retired athletes, the paper analyzed the characteristics of the arrangement policies on retired athletes in China. The characteristics mainly manifested as follows. First, the policies presented the government's arrangement obligation and put in a claim for arrangement to the athletes; second, they not only put emphasis on proper arrangement but also stressed the distribution according to individual contribution; third, governments should make a difference between the retired athletes and give different guidance to different athletes according to the athlete's actual conditions; fourth, governments can soften the enrolment terms for the retired athletes who want to receive further education. The evolvement course of the policies is divided into three stages, mandatory arrangement stage (1952 similar to 1985), the stage of transition from mandatory arrangement policy to market-oriented arrangement policy (1986 similar to 2001) and market-oriented arrangement stage (2002 so far). It also probed into the implementation environment and policy orientation of the policies. Finally, the paper discussed the development trend of the arrangement policies. The policy in the future will pay more attention to "social justice" and the sustainable development of retired athletes. The supporting policies and measures of the market-oriented arrangement policy will continue to increase and supplement.
