State of the research on disaster risk management of interdependent infrastructure systems for community resilience planning

摘要
A wide range of community resilience research and projects are motivated by the impacts of catastrophic events in recent decades. Improving community disaster resilience requires enhancing the resilience of multiple systems in a community. This paper reviews the current state-of-the research on disaster risk management for community resilience planning with an emphasis on the interdependent infrastructure systems. Representative community resilience initiatives worldwide are presented first. Then, five most common directions of these initiatives are discussed, including defining resilience concept, assessing resilience quantitatively, modeling infrastructure recovery for resilience assessment, measuring post-disaster infrastructure performance for recovery modeling, and infrastructure disaster risk management decision-making. This review provides an organized overview of the above lines of research based on over 500 articles and reports, identifies some of the research issues and gives recommendations for future work. This study benefits scholars and practitioners who are interested in infrastructure disaster risk management for community resilience planning.
