摘要
The City of Belem in Para, also known as the city of waters, located in the north of Brazil, is the gateway to the Amazon Basin, and is intersected by 13 hydrographic basins and surrounded by rivers and bays. However, its riverside identity has been denied, with a conflicting relationship between the population and the city's natural characteristics. Sometimes the conflicts are related to the natural or modified characteristics of the rivers and their basins, conflicting with the urban site of the city, sometimes the conflict is due to the lack of water or relative scarcity, mainly arising from the provision of public supply service. Thus, there is a conflict of interest in the use and access to water in the city. Thus, we intend to discuss the historical conflict with the waters in the City of Waters.
