摘要
After the economic crisis break out, in order to expand domestic demands and promote the economic grow steady and rapidly, Chinese government has issued a series of measures to rescue the stock market, and make a decision on NOV.5TH, 2008 in the executive meeting of state council, to invest 40 trillion in the coming two years. In such a short time, making such a large investment, people are concerned about if the fund can be used safely, reasonably and effectively. Aims at the problems that exist in process evaluation of construction project in our country, paper guided by scientific concept of development, according to the evaluating thought of modernize society, fixes the aims of process evaluation at three aspects of realistic thinking, rational thinking and philosophical thinking, and takes life cycle of construction project as main line, and divides it into five stages including decision making, design, preparation, execution and operation. Aims at technology, economy, environment and management, execute evaluation of aims, plan, execution, monitoring and effect, and establishes a three-dimensional system of process evaluation content module, finally designs contents of process evaluation in every stage.
