Human resources and the renewal of the science and technology system

摘要
None of the governments in transition countries had sufficient financial resources to preserve its overstaffed research systems. Reduced funding has resulted in considerable personnel reduction. The mechanisms of personnel rejuvenation may break down and many scientific schools may disappear. The devastating consequences of personnel reduction and ageing can be prevented by a strong personnel policy based not on the concept of retaining the intellectual core but on the concept of renewing it.
