摘要
Deterrence is a useful means of preventing adversaries from taking further actions with the use of punishment as a threat. It always resorts to the use of capabilities that adversaries lack. It is commonly used in conventional warfare. What does deterrence look like in cyberspace? What unique characteristics does it possess in cyberspace? How can it be used to achieve an effect in cyber warfare? These are the questions that are worth exploring. Based on the research that reveals the unique characteristics of cyber warfare, this paper examines unique ways of implementing deterrence in cyber warfare. It proposes a framework that fully utilizes the unique characteristics of cyber conflicts. It also shows how cyber deterrence can be uniquely applied to enhance cyber defense.
