摘要：

Under the new economic norm, our country set off a wave of "mass innovation, the highly entrepreneurial", in order to better guide entrepreneurs choose the most profitable area of entrepreneurship of entrepreneurial and better assist local governments at all levels to improve the business environment of clear direction and focus. On the basis of previous research, the establishment of a set to adapt to the new economic normal entrepreneurial environment evaluation index system is particularly unique and important.
