摘要
Along with the demand of continuous education reform and social development, teachers are facing both the opportunities and challenges when transferring from semi-professional to full-professional. This paper presents the factors which make teacher professional development effective. Knowledge management is a key feature in the process by which teachers accumulate professional literacy in order to compete in the knowledge-intensive industry. Meanwhile, organizational learning provides a platform responding to the need for adjustment in time of great uncertainty. It suggests that teacher community and incentive mechanism should been established to increase teachers' professional quality. It concludes that knowledge management and organizational learning will enhance the effectiveness of teacher professional development.
