Evolution and performance - An empirical study of Chinese technology policy (1978-2006) under the evolution of marketing

摘要
More and more researcher recognized the failure of Chinese "Market in exchange for Technology" strategy and began to probe into the reason, this paper attempts to study it from perspective of institution. Based on the quantification of Chinese technology policy from policy power, we analyze the evolution of Chinese technology policy under the evolution of marketing; build econometric models to study the contribution of policy on technological performance. We find: Although departments participating in the Chinese technology policy, the number of policy issued and the power of policy have continually increased since 1978, the polices haven't played the substantive push role to Chinese technological progress because of the game among central government, ministries, enterprises and local governments. Chinese technology policy reformation and refinement should not only strengthen the power of policy, but need to make the policy goals clear, and refine policy measures under the background of economy transition.
