In connection with the preparation of an updated Action Plan for the Strategy of Scientific and Technological Development of the Russian Federation (the second stage), taking into account the development of a new state program of scientific and technological development, the Russian Research Institute of Economics, Politics and Law in the Scientific and Technical Sphere (hereinafter - RIEPP) in 2021 conducted a study in the form of survey of organizations engaged in educational activities for the implementation of educational programs of higher education and other organizations engaged in scientific and (or) scientific and technical activities. In this article, the authors focus on the analysis of those tools and mechanisms that were created during the first stage of the Strategy implementation, received funding from the federal budget (included in the state program of Scientific and Technological Development of the Russian Federation (hereinafter - the State Scientific and Technological Development of the Russian Federation) and will be developed at the second stage. Since these tools and mechanisms have already been created and are in operation, it is possible to track the dynamics of statistical indicators and check the level of their correlation with indicators of socio-economic development. This article only identifies hypotheses and defines approaches to such research. In the future, it will be necessary to verify the forecast and adjust the hypotheses as the time series of data increases.
