Integrating Environmental Outcomes into Transport Public-Private Partnerships

摘要
This article presents, based on a survey of experts, a set of lessons learned and best practices related to integrating environmental outcomes in transport public-private partnerships (PPP). They are used to provide recommendations for best practices aimed at providing an understanding of the environmental processes and relationships with respect to undertaking PPP transport investments, specifically meeting the goals of both the private and public sectors in advancing environmental innovation in PPP transport projects. The recommended best practices are a combination of creating a team of experts, specifying environmental outcomes and performance metrics, recognizing the value of environmental performance, providing value incentives, introducing environmental legislation, understanding risk analysis and pooling, and engaging in competitive dialogue. While perhaps intuitive, results of the survey indicate that these practices are not adequately followed in practice. Thus, improved implementation may lead to more sustainable and innovative use of PPPs.
