摘要
This article brings forward the theory of Resources Division based on scarce production factor changing after systematical combs the division theory, and considers that Resources Division is the higher grade division mode and a transforming activity to traditional industry system, its essence is the changing of division way after the natural and environment resources factor have been taken into economic system. The research of this article has enriched the research theory of economy growth and division. Based on theoretical analyzing, this article emphasizes that China should realize economy growth depending on Low-carbon Economy development mode by government regulation, so that China can realize the sustainable development.
