The State has the obligation to ensure the public health of the residents, by establishing various systems guaranteeing the coverage of the service, these being public or private, highlighting among them the Comprehensive Health System -SIS-. The research focused on establishing whether the SIS as a health system has allowed the reduction of high disease rates among a population of 508 256 inhabitants of a Lima district, whose evaluation of its components as of November 2019 namely: health of the beneficiary population, insurance coverage and system governance. The methodology that was used was qualitative-evaluative, from 2017 (SIS start date) to November 2019, whose results of goals / objectives have not been satisfactory, increasing the rates of disease, despite the extension of the coverage and where the governance of the system remains in doubt when the governing body presents various health management models without any effectiveness.
